I can understand why it might seem intuitive to view 9.11 as the larger number, especially since 11 is greater than 9 when looking at whole numbers. 

In standard mathematics, however, decimals are evaluated by their place value. Because the first digit after the decimal in 9.9 (which is a 9) is greater than the first digit after the decimal in 9.11 (which is a 1), 9.9 is the larger number. It can help to think of 9.9 as 9.90.
